Memorandum from Mr Wong Kwong Ching, President

of the China Commercial Steamship Co. Ltd.

On the 17th of April I had a long conference

with Lic. José Ives 11 antour, Secretary of the Treasury,

reistive to the claine presented by the China Commercial

S.5.00 Ltd., to the Kexican Government, on account of the

detention or its te mers in the Port of Salina Cruz.

I laid before Lic Limantour all the legal argu-

menta which support those claims, and more especially those

of a constitutional charakter, which grant unlimited libero

ty to foreigners to enter and lears Hexican territory :

precept that is likewise cet forth in the Treaty of Friend-
